Catch-22

The phrase 'Catch-22' comes from Joseph Heller's famous book of that name. In that book a fighter pilot asked to be excused flying duties on the grounds that he was insane: Since flying under the particular conditions involved in the book was regarded as highly dangerous this request showed signs of sanity, and he was therefore refused permission to be grounded. In other words if a pilot 1.... sane enough not to want to 2..... then he could not be excused 3.... on the grounds of insanity.
If 4.... looks around there are any number 5.... catch-22 situations. Television producers are always 6. .... out for new ideas but if 7.... idea is really new they will 8.... be able to tell from past 9.... whether it will work. So they 10. .... : 'Give us a new idea but 11. .... it is really new then we 12..... be unable to use it.' The 13. ..... thing tends to happen in education. 14..... know that only the simple and 15. .... methods actually work in the classroom. 16 .... on the other hand if they 17..... across a method that is direct 18. .... simple they are apt to be 19. .... by it because it seems to 20. ... the necessary theoretical and psychological jargon. 21. ... particular catch-22 becomes: 'Give us something 22. .... is so complicated that we shall 23. ... impressed by it, but unable to 24. .... it.'
Business corporations suffer from the 25. .... problem. Senior executives are always on 26. .... lookout for talented juniors but if 27. .... junior is really talented then the 28. .... executive fears that the junior might 29. ... over his job.
So this particular 30. .... becomes: 'We are always on the 31. ... for
promising managers, on condition that 32. ... do not find any good enough 33. .... threaten our own jobs.'
In a 34. .... fashion the catch-22 situation applies to 35. ... . If the Post Offlce increases the 36. ... of sending letters then it should 37. ... more revenue, except that fewer people 38. ... send letters and so revenue may 39. .... .
The same applies to rail fares.
40. ... may also apply to taxes. If 41. .... are very high then so much 42. ... is spent on avoiding them that 43. .... actual yield to the Revenue department 44. .... fall.
The Schools Council in the 45. .... Kingdom, reacting to a request for funds 46. ... connection with the development of thinking 47. ... a school subject, provided a perfect 48. ....: 'If the project is successful then 49. .... should not need extra funds; if 50. .... is not successful then it is not worth supporting.'
